The International English Language Testing System or more commonly known as IELTS is the brainchild of the British and Australian. It is an international standardised test of English language proficiency. IELTS has effectively been granted the monopoly power when both the British and Australian home office made it compulsory for student visa applicants to take the test. IELTS is also used as a benchmark for skilled migration applicants. Students sometime even complain that waiting time is too long because too many people are in the queue to take IELTS.
The test fee is not cheap either. It is not an amount that any student can easily afford. The test fee in the UK is priced at 110 sterling pounds per attempt. Test results that have lapsed for two years is generally considered as outdated by the immigration department and a new test has to be taken. However, no official figures have been released to show how big the UK English proficiency test market really is. According to anecdotal evidence, the similar market in Australia is estimated about 27 million sterling pounds. Archived records from the UK Department of Education and Employment also showed that British English language products were worth about 800 million sterling pounds in 1988. This huge figure is not surprising because most students will pay additional money to go for IELTS focused tuition.
On the other side of the globe, the Australian Immigration and Citizenship Minister Chris Evans have indicated that alternative English proficiency tests will soon be recognised for immigration purposes. Many other test providers welcome this decision. One of them is the Test of English as a Foreign Language (TOEFL), which is designed by the Americans in 1964. Another new test provider, world-wide publisher Pearson, is also said to have applied to the Australian government for an official status. These competitors are very keen to bite off some market share of IELTS.
Australian Minister’s decision is likely to be influenced by the fact that the Australian economy relies a lot on overseas students. The influx of Chinese, Indian and Iranian students are now at the highest in history. These emerging countries have fast growing economies and parents are now financially capable to send their children to Australia, UK and the USA for education. However, not all of the students would have chosen to take IELTS. Many of them would have taken TOEFL because they are also applying to academic institutions in the USA. It is wise of the Australian Minister to realise that by making IELTS the only option, it is likely to alienate potential overseas students together with the school fees they bring to Australia.
IELTS also came under some bad press in November 2009 in India. The British Council is responsible for administering the IELTS in India; however, their employees have been alleged to be taking money to sit the exam for others. Critics commented the issue here is because the British Council does not submit itself to any external audit. They also argued that unless IELTS is taken off the monopoly seat, these fraudulent incidents will continue.
When your homeschool children head to college, it is hard to let go. Nothing is perfect. Problems will occur.

I realize I am helpless – what can I do? I am fasting and praying. Every time I feel hungry, I pray like crazy. It is all I can do.
Here is what I have decided. Train up a child – my job. Did that. Check it off the list. When they are old – God’s job. It will happen, he promised, and my son loves the Lord. But between training them up and when they are old – that is the CHILD’S job. They have the opportunity to mess it up.
One word of encouragement. My pastor is preaching on Martin Luther. Did you know that Martin Luther was a lawyer and gave it up to become a monk? How do you think his mom felt when he did that? Or nailed those papers (she probably did not really understand) onto some door, ticking off the entire Catholic church?
I am guessing she thought he had completely thrown his life away. She may have never realized that he would become a very famous person in history because of those various unusual choices. We do not know the future or the big plan – again, that is God’s job. We can only see what looks like a bunch of teenage angst.
I cannot blame the school system. I was making big plans to blame myself there for a while. Then I decided that even though I am not sure of the answers, but I do know I “trained him up” and did my part.

The known history of chocolate goes back as far as 1500BC, when the Olmec Indians were the first civilization to grow cocoa beans as a domestic crop. Around 600AD, the Mayans migrated into northern regions of Mexico and established the earliest known cocoa plantations in the Yucatan. Innovations in the History of Chocolate Other innovations that occurred in the 19th century include the invention of the cocoa press by Conrad Van Houten. This helped cut prices and improve the quality of chocolate by squeezing out some of the cocoa butter and giving it a smoother consistency. Van Houten was the first to add alkaline salts to powdered cocoa to make it mix better with water. His alkalizing process became known as “Dutching.” In 1847, Joseph Fry & Son discovered a way to mix some of the cocoa butter back into the “dutched” chocolate, and added sugar, creating a paste that could be molded. The result was the first modern chocolate bar. Fry & Son, along with the Cadbury Brothers, displayed chocolates for eating at an exhibition in Bingley Hall, Birmingham, England in 1849. Prince Albert’s Exposition in London in 1851 was the first time that the public was introduced to bonbons, chocolate creams, and caramels. John Cadbury was the first to mass-market boxes of chocolate candies. In 1861, his son, Richard Cadbury, created the first known heart-shaped candy box for Valentine’s Day. In 1879, Daniel Peter and Henri Nestlé joined together to form the Nestle Company. Also in that year, Rodolphe Lindt of Berne, Switzerland, produced a more smooth and creamy chocolate that melted on the tongue by invented the “conching” machine. In 1926, Belgian chocolatier, Joseph Draps started the Godiva Company to compete with Hershey’s and Nestle’s American market. Today, the chocolate industry is an ever-growing, $50 billion dollar-a-year worldwide business. This industry is spread across five continents, and is dominated by a small number of sellers. U.S. companies such as Mars and Hershey’s alone generate $13 billion a year in chocolate sales and account for two thirds of all U.S. manufacturers. The National Institute of Health estimates that about one in five people have a learning disability severe enough to interfere significantly with academic accomplishments. Yet, other research estimates that only about one in four of these individuals with a learning disability receive proper treatment. Since we know that learning disabilities are usually genetic, parents may fail to seek help for the very condition that impacted them. Unfortunately, adolescents who are unaware of their learning disabilities are more likely to become involved in substance abuse, which only exacerbates their problems in school. There is a higher incidence of substance abuse in the learning disabled population than there is in the general population. No one is exactly sure of the nature of the relationship between the two, but there are logical hypotheses that are being researched.

As children and adolescents we spend almost half of each weekday in school and doing homework. When there are learning disabilities, including processing problems, school becomes a battleground of failure. Failure breeds low self-esteem, anxiety, depression, and, often, normal peer rejection. Children and adolescents with untreated learning disabilities and substance abuse issues grow up to be adults with learning disabilities and substance abuse issues. While the physiological effects of drugs on the developing body and brain are more severe, the life effects on an adult can often be much worse.
With proper standard psycho-educational assessments and such modern technologies as the DESA (Digital EEG Spectral Analysis), fMRI (functional Magnetic Resonance Imaging), and SPECT (Single Photon Emission Computed Tomography) scans, the learning disabilities and processing problems can be clearly identified. Once identified, the individual’s treatment regimen must include the remediation of the problems if it is to have any chances of sustained success. Substance abuse and learning disabilities create psychological problems. It is a three-headed monster. When only two of the three are slain, it is still very much alive and capable of inflicting great harm. Certainly, identifying the problems early in childhood and adolescence is the ideal, but it is never too late. Adults with learning disabilities can benefit from proper diagnosis as well.

Arthur Wellesley (1769-1852), Duke of Wellington, is reputed to have been the one to exclaim ‘All good things come from England, but cavalry is not one of them’ while facing Napoleon’s French Army at Waterloo on June 18, 1815. Wellesley had learnt his military trade in India applying his study of the art of war and had became a master of the reverse-slope tactic – keeping his forces screened from artillery fire behind the brow of a hill. At Waterloo, however, Wellesley’s Armies were outwitted by Napoleon. The French Emperor had imitated Wellesley’s tactics by positioning 200 heavy artillery guns behind a ridge at La Haye Sainte. When the Hussars and Dragoons cavalrymen led by Lord Uxbridge attacked in the famous Charge of the Scots Greys, Napoleon commanded the guns on the topline of the ridge and one of the epic artillery bombardments in history began. It was at this very moment, at the height of the Charge and while his 3,000 cavalrymen were being slaughtered by the rapid artillery fire of Napoleon’s heavy guns, that the phlegmatic English General is reputed to have exclaimed his now famous remark, directed at Lord Uxbridge who had apparently ordered the Charge without Wellesley knowing it. The day was saved by Gebhard von Blucher (1742-1819), Field Marshal of Prussia, who led the assault of the Kaiser’s Prussian Cavalry against the French right wing, thus causing the entire French line to collapse.
Wellesley’s famous remark has been retouched several times throughout the years, depending on one’s point of view. The British dropped the second part – the reference to the ill-fated cavalry charge – thus creating the popular short version ‘All good things come from England’ – period. When about a century later Britain had the unwise idea of attacking the Ottoman Empire and the British and French Armies were fighting the Turks side-by-side in WWI, General Mustapha Kemal – the English-speaking Commander of the Turkish Garrison and victorious defender of Gallipoli – paraphrased the English dictum after 289 days of siege by turning it, somewhat deprecatingly, into: “No good things ever come from England”. And Mahatma Gandhi throughout his teachings of non-violent conflicts resolutions makes reference to the fact that “All good things come from India”.
Alas, no matter what your point of view is, I shall submit to readers of my Blog that “at least two good things comes from England” : Fee Simple Ownership and Organized Real Estate.
English real estate law (or ‘Estate Law’ as it was known back then) was imported, through colonization, into the earlier forms of law in the U.S.A., Canada, Australia and New Zealand. Many of these states, or their territories, have since modified this historical law, to varying degrees. A study of the old feudal land system of England provides us with an invaluable glimpse of legal history regulating the most valuable asset of them all: land. In medieval times, land was the sole form of wealth and it depended primarily on possession. You had it, you owned it. You wanted it, you fought for it. You found it, you kept it. There were no courts or police force ready to recognize or enforce “legal rights” as we know them today. All this changed with the Norman conquest of England in 1066. William decreed that he owned all of the land in England by right of conquest. Not one acre of England was to be exempted from this massive expropriation. This sudden vacuum of privately-held land was promptly filled by a variety of huge land grants given by the new King to either his Norman officers or to those of the English who were ready to recognize him as king. The device used by the King to control and administer his land was that of tenure. Tenure was the key component of the feudal system. The King struck a bargain with a Lord for a large chunk of land. The Lords that held their tenure directly from the King were called Tenants-in-chief. It was this group of persons who formed the basis of English aristocracy and began, by the process of subletting the King’s land, the implementation of the feudal system.
Tenures were of a variety of duration known as “estates” and the Fee Simple Estate was the most extensive and allowed the Tenant to sell or to convey by will or be transferred to the Tenant’s heir if he died. In modern law, almost all land is held in fee simple and this is as close as one can get to absolute ownership in common law. It was in this context that the British began their dominion over the seas and their explorations which led to the modern nations of Australia, Canada, New Zealand and the United States of America. The concept of developing an informal association of local real estate agents originated in the United States in the 1880s, and by the turn of the century about 15 Real Estate Boards had been established. The National Association of REALTORS® (NAR) was formed in the U.S. in 1908 with 19 boards and one state association. Organized real estate in Canada is almost as old as the country itself. The very first Real Estate Board was set up in 1888 in the growing community of Vancouver. Back then, a commercial lot on Hornby Street near the Hotel Vancouver sold for $600. The Vancouver Board – as it was known then – was active until the start of the First World War, when operations were suspended. It resumed in 1919, and has been operating ever since.
The distinction of the oldest, continuous running Board belongs to Winnipeg, Manitoba. It started in 1903, and the Winnipeg Real Estate Board was the first in Canada to celebrate its 100th anniversary. The Toronto Board was incorporated in 1920, followed by boards in Ottawa, Hamilton, Regina and Victoria in 1921. More than half of the existing Real Estate Boards in Canada were created after 1955, in part because of the evolution of the “Photo Co-Op System” that was introduced in 1951. That was the forerunner of today’s MLS®, introduced in 1962. The Co-op System not only created a need for an organization to establish rules and promote co-operation among agents, but also to provide funds to operate a real estate board. That’s when technology first changed the real estate industry.
